POSITION SUMMARY
Foreman is a full-time salaried (Exempt from Overtime pay) position. Foreman leads and directs crew, equipment and resources on assigned heavy civil construction projects in subdivision(s) of the Field Department in a safe and efficient manner and according to federal and state heavy highway regulations.
This has been designated as a safety-sensitive job because it involves performing one or more tasks/duties that could reasonably affect the safety and health of the employee performing the task(s) and others.
ESSENTIAL FUNCTIONS / POSITION RESPONSIBILITIES (Level 1)
Lead and direct projects in Concrete, Asphalt, Earthwork and/or Underground Utilities/Stormwater/Sanitary Sewer subdivision(s) of the Field Department:
Supervise and lead crew of at least 2 full-time employees:
- Acts as highest level of supervision on jobsite in Superintendent`s absence
- Assists Superintendent or senior management in project leadership duties
- Participate in the hiring process for your crew, i.e. applicant screening, interviewing and selection
- Designate employee work locations
- Direct and apportion the work
- Ensure safe work practices
- Actively and deliberately train and develop crew members
- Participate in employee reviews, ie evaluating performance and succession planning
- Participate in recommending promotions and/or other changes of status
- Recommend, draft and/or participate in disciplinary actions for your crew, eg writeups, PIPs, counseling, coaching, recommending terminations
- Ensure Company tools, vehicles and equipment are lawfully, safely and efficiently used, cared for and maintained
- Drive crew to achieve high performance standards
- Monitor and manage employee worksite attendance, ie timely arrival, presence on job during work hours, early departures
- Ensure crew attends all Company-mandated training
- Notify employees of weather days prior to the start of work
- Effectively handle employee complaints and grievances
- Liaise with Human Resources on a variety of employee related issues, including employee development, recruitment, benefits, training, grievances/complaints, disciplinary actions, terminations and investigations
Manage and lead project activities:
- Read, understand and follow blueprints, schematics, building plans and instructions. Use independent judgement to identify and execute best quality and most efficient building methods to meet plan specifications, budget and contract timeline.
- Project scheduling – Understand project schedule and prioritize and coordinate activities accordingly, to include labor, equipment, materials, tools, current project status, etc.
- Understand, forecast per phase, plan, and meet or beat project budget
- Understand manhours, cost coding system & calculating quantities and maximize profit and production accordingly
- Understand profitable use of time (being busy vs making money) and prioritize project activities accordingly
- Identify and execute best practices for technique, use of materials, equipment, tools, and supplies
- Assist with material and supplies ordering, deliveries to the project, and flow and distribution of items
- Create and maintain production records by making accurate and daily project entries in HeavyJob, i.e. Crew timekeeping, cost coding, calculated quantities, and detailed daily project reporting with corresponding photos for payroll, progressive billings and project progression oversight by senior management
- Identify and report issues that could affect the project plan and devise solutions to resolve
- Monitor weather elements for the effect on the curing of concrete or asphalt and determine whether to proceed or delay the planned activity
- Attend all necessary meetings with Project Managers, HR, Safety or others, as needed
- Engage in open communications with Superintendent and Project Managers
- Submit timely, complete and accurate paperwork to office
- Work as a team member and leader to carry out sub-grade preparation, which may include the use of cement powder to stabilize clay or other chemicals
- Use appropriate tools to verify proper line and grade
- Ensure sub-grade materials and base grades are laid to contract specifications
- Proficiently operate heavy equipment when needed
- Participate as a vital team member and contribute toward the success of the organization, which may involve the provision of other technical and administrative support, as required – overall less than 30% help required from Project Managers, Superintendents and other Foremen
Provide for the safety and security of Crew and property:
- Promote, execute and adhere to the Company`s Safety Program and encourage all employees, subcontractors and consultants to adopt safety as a culture
- Conduct daily and weekly safety meetings and inspections
- Review safe work plans/hazard assessments with crew prior to job commencement
- Work with Safety Director to investigate damage, incidents or near misses on the worksite
- Ensure proper procedures are carried out according to the Company`s Safety Program
- Employ all above duties to eliminate liabilities while maximizing profits
May perform other duties as assigned.
ESSENTIAL FUNCTIONS / POSITION RESPONSIBILITIES (Level 2)
- All essential functions / position responsibilities as Level 1 Foreman
- Participate in recommending pay rates for new hires and current crew members
- Designate employee work hours
- Participate in recommending pay adjustments
- Project scheduling and critical path - Create and meet or beat 1-week lookahead production schedules, based on entire project schedule, to include labor, equipment, materials, tools, current project status, etc.
- Effectively lead subcontractors, i.e. schedule, oversee, scrutinize work
- Effectively communicate with vendors
- Effectively communicate with Project Owners, per zipper plan, when appropriate
- Be present and involved in all inspections, effectively communicate with Inspector
- Have gained leadership and project management experience under the supervision of Superintendent or senior leaders
- Confident and able to independently manage projects from 250k – 500k
- Shows heavy interest in learning, furthering leadership skills and career advancement
- Responsible for quality of work performed by crew and subcontractors
- May perform other duties as assigned.

SKILLS, KNOWLEDGE, QUALIFICATIONS, BEHAVIORS
- Education: High School or equivalent
- Experience: 5 years of heavy civil construction preferred
- Software: Proficiency in HeavyJob and iPad
- Bilingual, a plus
- Ability to read instructions, blueprints, schematics, building plans, etc.
- Ability to follow established procedures and practices
- Ability to understand, calculate and analyze construction metrics, ie quantities, manhours, material orders, schedules, budget, etc.
- Aptitude in using various basic hand tools and precision measurement tools
- Know how to operate construction equipment and tools
- A strong commitment to all Company, state and federal health and safety guidelines and regulations/requirements
- Excellent communication skills
- Problem-solving ability
- Must be able to work in a team environment
- Must demonstrate excellent attendance
- Must be at least 18 years of age
- Must be able to pass pre-employment and random drug screens
- Must have valid Driver`s License and be driver insurable
PHYSICAL AND ENVIRONMENTAL CONDITIONS
- Ability to manually and repetitively lift a minimum of 50 pounds.
- Physical activities could include sitting, standing, lifting, carrying, twisting, turning, stooping, bending and climbing.
- Demonstrate excellent hand, eye and foot coordination and sense of balance
- We operate outdoors in all seasons. Dress appropriately for current weather conditions, which could include inclement weather, exposure to extreme cold or heat and humidity, dust and asphalt while working outside.
- Driving to/from and presence at job sites and vendor sites on a regular/daily basis will occur and may include inclement weather and hazardous road conditions.
- Use of Personal Protective Equipment is required.
- Use of sunscreen and long sleeves is recommended.
- Out of town travel may be required
- Workweek exceeding 40 hours as required
- Must comply with Company`s drug and alcohol testing requirements.
